In order to export certain cargo or supply certain knowledge or information, one must follow foreign exchange and foreign trade laws. Permission forms allowing export or service transactions must be applied for and granted by Japan’s Minister of Economy, Trade and Industry.

Because the Export Trade Control Ordinance applies to PCs (newly bought PCs), you will need to provide a parameter sheet, supplied by the maker, or else a certificate of exemption.
Aside from exporting procedures, the usual inventory/packing list is required, as is preliminary research in order to determine whether or not the receiving country (China, in this case) can import the item you plan to send.
When the PC arrives in China, inspectors will require forms and documents stipulated by the China Compulsory Certification (CCC) and the law regulating importation of electronic goods, in order to determine whether the cargo can be imported or not.

In order to export dangerous or hazardous goods from Japan by boat, the goods must follow the Regulations for the Carriage and Storage of Dangerous Goods in Ships. (The regulations for air transport are different.)
